He does research and teaches in the Centre for Economic Performance, London School of Economics and Political Science (LSE). He earned his PhD in economics from the Central European University (CEU) in Budapest. Bukowski is also the senior expert in the European Expert Network on Economics of Education. In 2015 he was the guest lecturer at the University of California, Berkeley. He taught, among others, at the London School of Economics, Central European University and the University of Warsaw. His work is devoted to the job market, social inequalities, wages evolution, employee situation and equal educational opportunities.
